For your question about brick-built-- looking at your image it's fairly obvious that most of the droid, about 95% of it, is made from non-minifig bricks: two skeleton legs compared to a few dozen other brick pieces isn't "keeping bricks and plates to a minimum." In this particular case I don't think it's difficult to draw the line at all. The intent of the rule is straightforward. If you have to worry that your fig might be too brickbuilt, it probably is.
